CAN WE EXPAND AND REDESIGN MEDICAID? 18% of Idahoans are uninsured. Most are adults. ID taxes pay over $60M/yr. for catastrophic care (most claims denied). 68% of uninsured families have at least one full time worker. 67% of this working population is below the Federal Poverty Level (FPL). More likely to have poor health behaviors, unable to access preventive care, tend to access care in emergency rooms, and have more chronic conditions, such as diabetes, mental illness. 55% of people with Severe and Persistent Mental Illness not covered 40% budget actually covers long term care facilities for elderly GOVERNOR’S WORKGROUP RECOMMENDATIONS FOR MEDICAID Require personal responsibility and accountability: Financial incentives to encourage healthy behaviors and active participation in their healthcare Redesign health system to focus on outcomes: Primary care medical home for integrated care CURRENT IDAHO MEDICAID 240,000 people, 70% are children. Also disabled, low-income elderly and pregnant women. Fed pays 70% and Idaho pays 30% Less than 3% administration costs; 96.4% of budget pays medical claims. EXPANDED REDESIGN Would cover up to 138% of FPL (includes min wage workers) Adds 104,000 Idahoans to coverage – Fed covers 100% for expansion population for 3 years (2014-2016) – Federal match slowly decreases to 90% by 2020 and remains constant – Additional administrative costs to state matched by federal funds at 50% – States can "opt in" or "opt out" in any year. Not locked in forever if dynamics change. Without Optional Expansion, still expect additional 45,500 eligible Idahoans will enroll – 10-yr cost of $394 million in state funds – no extra federal funding to offset costs OR With Optional Expansion & Redesign covers an additional 105,000 Idahoans – 10-yr net savings of $84.6 million in state funds (6 mos delay reduces savings by $40M) – Could eliminate state & county indigent health programs ECONOMIC ANALYSIS FOR IDAHO WITH EXPANED REDESIGN Potential net $84 M savings in state funds by recapturing our federal tax dollars Additional economic impact from $9.2 B federal funding coming back to Idaho *16,000 new jobs *$717 M payroll *$614 M tax revenues (sales, income, etc.) Check out www.TheRightMedicineForIdaho.org
